I think the minimum is a good idea. It stops people just wanting to spam their link but more importantly it gives the newbie an opportunity to check out the forum better and have some valuable input first before being allowed to post.
At the end of the day, if you don't want to get a little involved in the forum then you can hardly expect others to get involved with you or your campaign
